You bind to loopback for security purposes.  It essentially stops
external connections to the port, whilst leaving it open for the local
machine.  Under XP SP2 if you don't do this you get a dialog inviting
you to open the firewall for that port - which for lockserver isn't
very helpful in most circumstances.
