The most recent versions of CVSNT require the use of LockServer to 
operate.  Make sure you have the CVSNT Lock Server Service running on 
the CVSNT server machine.  The Lock Server is a replacement for 
file-based locking and doesn't suffer from some of it's limitations and 
problems (e.g. no more anonymous locks, no more lingering locks on a 
dropped client).
