[cvsnt] A problem about Wincvs

I install cvsnt in local machine, but I can't login with pserver to the local repositary. Wincvs always returns "cvs [login aborted]: authorization failed: server banana rejected access to D:/CVS_TEST for user Administrator". The repositary "D:/CVS_TEST" has been added sucessfully already. 
Why?
