[cvsnt] cvs [server aborted]: Cannot access /usr/local/cvsroot/usr/local/cvsroot/CVSROOT: No such file

Hello,

Notice that the CVSROOT directory appears 2x in the
error message:
cvs [server aborted]: Cannot access
/usr/local/cvsroot/usr/local/cvsroot/CVSROOT: No such
file or directory

This seems to be a simple problem, but I have searched
the archives and the manuals, but can't find the
answer.  I have removed the CVSROOT variable from the
environment on the server, it doesn't exist in the
environment on the client - and I still get the error
message.

If I remove /usr/local/cvsroot from the CVSROOT on my
test wincvs client or tortoisecvs client, it complains
that it needs a cvsroot directory, but if I put it in,
then it appears 2x.

I am running a wincvs client and a tortoisecvs client
on a windows NT machine, a gcvs client on a linux box,
and the cvsnt repository exists on a Redhat Linux 9
machine.  All give the error when I include
/usr/local/cvsroot in the client CVSROOT variable. 
But only the windows clients insist on having the
directory - in other words, if I leave
/usr/local/cvsroot off the linux client, it checks out
fine.
