[cvsnt] Unicode: UTF-16 without BOM

Unfortunately, they don't add the BOM. Textpad can display Unicode files
indeed, but that's not enough to solve this problem. I am not sure about
the Unicode specification, but does every file really need a BOM?
If it doesn't, then the behavior of CVSNT is dangerous and wrong.
