[cvsnt] loginfo and german umlauts

Hi,

the loginfo script can read the entered commit comment from "stdin". It
works, however I don't get the entered German Umlauts correctly. The server
is Linux and the client Windows (with eclipse). Because I have to store the
entered commit comment how can I get the german umlauts correctly and which
encoding should I use.

My application is in Java.
