Not sure what you'd monitor?  SNMP is great for things like uptime and 
network throughput but they're not CVS specific.

AFAIK nobody's written anything like that... even the logging that does 
exist (the lockserver can be very verbose if you want it to) doesn't 
have much in the way of client apps for it... not much call for it I expect.
