[cvsnt] The 2.0.51 version service hung on starting....

I'll confirm this.  I'm running v2.0.51 in a Windows 2000 virtual machine
in VMWare at the moment and haven't deployed it live, but I've seen the
same error after restarting the server.  Functionally, CVSNT appears to be
fine.
