[cvsnt] Getting "cvs [login aborted]: authorization failed: server wrath9 rejected access to /test"

Hi Meg,
 
I am trying to install the CVS server and client both ion my machine.
I have successfully able to mount the CVSROOT by
 
"set cvsroot=:pserver:AJAY-V-158 :/TEST" command
 
After this I am trying to use the cvs login command.
But not getting through the authorization process.

How do I get through this. Do I need to give the system administration
password to get login in to CVS?
