I wonder if WinCVS isn't installing the correct secur32.dll into the system32 
directory - which
is required for NT4 and Win9x.  The link to that DLL is handled dynamically by 
the runtime to avoid problems with Active Directory dependencies etc.  If it's 
not there or is the wrong one the link will silently fail and the protocol 
will crash.
