[cvsnt] Cannot add new users

Hi there

I am trying to set up CVSNT vers 2.0.41 on Linux
RedHat 9 and then access the server using windows
clients.

Now, I have set up CVS for pserver and password
authentication, but when I try and add new users it
gives the following message:

cvs [passwd aborted]: Only Administrators can add or
change another's password.

My questions is how do I log into CVS as an
administrator to be able to do this and where can I
get an administrator's password from?
