[cvsnt] Inherit permissions from upper directory

Hi, 

we are using the per branch permissions in cvsnt. Is it possible to automatically assign the permissions from the parent directory to a newly added directory? It seems as all permissions are stored in the file .perms -> Can a copy of the rights to the sub directory done automatically? This is just important for the initialization phase. There would be no need to keep this in sync with changes lateron.
