[cvsnt] Problem with cvsnt & clients

My mistake.  However, 1.6.4 did include the latest stable version of
cvsnt (2.0.26).  Probably worthwhile to upgrade and see if the problem
persists.

No, that bug was in 1.6.4. 1.6.3 did not have this problem.
