[cvsnt] local user rights with pserver

I notice that to login to CVSNT with pserver and a local account, that
account must be in the power users group.  Do to our enterprise account
policies, I can't just put the CVS accounts in that group, without possibly
going through alot of justification.
Does anyone know the actual permissions (local policies) that accounts need
to utilize PSERVER?
I know it's not a NTFS issue on the repository, because I've already given
explicit rights there.
