Yes, it can.  We use it here; I *think* it came with the version of 
viewcvs that I have, but i'm not 100% sure.

What I have is this entry in loginfo

ALL python "e:\network\g-drive\batch\cvs\viewcvs\loginfo-handler" %{sVv} 
cvsnt
