[cvsnt] Read Only Access using sspi

Lockserver service must be running. This is step #1 and is viewed in control Panel.
Then it must also be used, this step #2 is controlled from the CVSROOT/config file.

Check out CVSROOT and edit the config file to enable the lockserver, then commit
the edits and it should start working.

I did this and it stopped giving an error on the history file, but gave an
error on the lock file.

Ah, I thought I had enabled the Lockserver. How do I check this? The CVS-NT
control panel shows "CVS Lock Service" as Running. Is there anything else?
