[cvsnt] cvsweb.cgi, script produced no output

We are running into this issue where while trying to access CVS through a browser on Win2k we get this error message
'c:\inetpub\wwwroot\cgi-bin\cvsweb\cvsweb.cgi' script produced no output 

This used to work ok. We did some windows patch upgrades on win2k sever, not sure if that caused it to stop working. I think there is another reason for this.
Anyone with any suggestions is appreciated.
