[cvsnt] CVS update with -d option

Using 2.0.41 (NOT THE a Version) I perform a  "cvs update -d" on a directory
and none of the new directories are created.

If I use checkout it works fine. Was this an issue before 41a? I am using
the :local: protocol and it seems to work with the :sspi: protocol.
