[cvsnt] Problem connectiing to cvsnt through Wincvs

Hello,
 
I have installed cvst on windows 2000.
 
I have followed all the instructions for installing it.
 
I set the cvsroot using the command
 
set cvsroot=:sspi:server:/cvsrepo/test
 
I also tried to create a new user using the command
 
cvs passwd -a administrator
 
It aksed for the password twice.
 
But when I use Wincvs to connect to the server it gives me erro, saying connecting host actively refused the connection.
 
Does anyone know how this happens?
 
cvsnt is running.
 
How can I connect to the cvs repository on the host?
