[cvsnt] Rename File Permission Denied

Trying to commit changes to the CVSNT server. Get the following error:

CVSROOT: user at cvssession:/cvs (ssh authentication)

TCL is available, shell is enabled : help (select and press enter)
cvs -z9 commit -m "no message" RadissonTest.cfg (in directory 
D:\CVS2\ACCESS\codebase\access-server\access\)
Checking in RadissonTest.cfg;
/cvs/ACCESS/codebase/access-server/access/RadissonTest.cfg,v  <--

cvs [server aborted]: cannot rename file 
/cvs/ACCESS/codebase/access-server/access/,RadissonTest.cfg, to

denied

***** CVS exited normally with code 1 *****

Same result with other files.

Setup:

CVSNT Server 2.0.58b
Win2K SP4
Cygwin OpenSSH

Client
Win XP SP2
WinCVS 1.3.17.2
Putty 0.56 SSH client.

Anybody got any clues?
