[cvsnt] (no subject) admin user

I too am using sspi.

But - I'd added and checked in the new 'admin' file.  Is that the
problem ?

Yes it was.
Ok, tried editing it directly into the repository and it's now accepting
the admin command !

It works for me.  I just checked and the capitalization isn't important
with cvsnt server 2.5.01.1927, but it might be with earlier versions. 
Note that I'm using SSPI with no passwd file, so that might be the
difference there.

Sanity check:  Your admin file is directly being added / edited in your
server repository's CVSROOT (not checked in via CVS), right?
