Did you set up a repository on the server? Usually you would have a
repository path prefix on the server, say C:\CVSNT\, and then a repository
path for the CVSROOT, say /repo (:sspi:Owner at Lab39:/repo).

You also need to have the cvsnt service running at the server and the port
2401 open on all relevant firewalls.
