[cvsnt] CVSNT- Request for U.S. Export Information

Hello, 
My name is Noel Molina, and I need to send a CNC Machine(computerized lathe, metal cutting machine) to Hungary, Europe. This is a machine that was originally made in Germany, I bought it used here in the U.S. and then sold it again through ebay, the buyer is located in Hungary, but now I'm facing these clauses of export licence and all of that which I'm totally unawared of and need some help with it.

Q1. How do I know what clasification this machine is?
Q2. Do I need an export licence and where exactly do I find all this information?

Any help you can give will greatly appreciately, even if you point me in the right direccion.
