[cvsnt] Documentation updates

That's not really the province of that manual - the server doesn't know 
about clients beyond providing the command line client.  I also don't 
document TortoiseCVS or WinCVS.  All clients will work with the server 
provided they stick to the protocol.

It has the same syntax and the init will work, but you won't get all the 
same configuration files.  There's already a chapter on cygwin anyway.
