Change the CVSNT service to run as LocalSystem (aka SYSTEM account). 
Make sure that SYSTEM has full control over your repository.

You are running CVSNT under the same account that you are -- when your 
ml password expired, CVSNT had the old password to try to login to your 
system with, and therefore couldn't run.  At least that's what this 
sounds like.
