[cvsnt] chacl does not work

Hi,
 
I use the following command on top of a checkout module :
  > cvs chacl -a read -u 278144 -r b1 -R .
 
I expect that the user 278144 will not be able to create any version of any file in the branch "b1".
But he can do it !!!
 
any idea ?
 
(I use CVSNT 2.0.58d)
