[cvsnt] trouble with cvs up -A in 2.5.01 build 2013

On an existing repository, cvs up -A repeadtedly refetches certain files 
   rather than recognizing the file in the sandbox is current: this does 
not occur with all files, just some. I have attached a simplified 
repository file for which this occurs. Using this, cvs up -A test.txt 
will refetch test.txt regardless. This did not occur with build 1998 nor 
earlier versions.
