[cvsnt] Problem in cvsnt with reset sticky tags

Hello,

with CVSNT version 2.5.1.1986 the following problem occurs:
the call  "cvs update -A"   changes the date of files, although there is no tag and no change.
Is this ok ?
After this operation the files are red in wincvs 2.0.2 !
Prior release haven't changed the date (e.g. CVSNT 2.0.56)
