[cvsnt] $Name$ keyword suddenly failing to resolve

It appears to be just the $Name$ keyword that is having the problem. For
example, this code was checked out using the tagname "Release1" :

PROGRAM NAME    : $RCSfile: FOO.SAS,v $
REV/REV AUTH    : $Revision: 1.2 $ / $Author: WilliamsTim $
REV DATE        : $Date: 2004/05/03 20:09:45 $   UTC
TAG             : $Name:  $

Tim,

Do any of the other $xxx$ keywords expand?  Is it just $Name$?  If _no_
keywords expand, then the file would appear to have been marked for no
keyword expansion in CVS.
