I don't see anywhere to specify the port.  Could you tell me where to do
that?

Did you provide the correct port in TortoiseCVS? I've seen in your 
configuration that the port for sserver is 8003. If you don't provide 
the correct port, TortoiseCVS assumes the standard port 2401 where your 
cvs pserver listens (that would fit perfectly with your error, by the 
way ... ;-) )
