I had a similar problem using a cvsnt client against a non-cvsnt server.

The workaround we choose was to use the :ext: protocol (instead of
:ssh:) and Plink (from the PuTTY package) as external ssh client. It is
working fine now.

checked out. I am using a combination of the cvs command line client
(Daily Build server) and WinCVS (workstation). The problem manifests
itself more often with the command line client. Then again, the daily
build server checks out more files than my workstation.

work-arounds, or possible solutions to this issue?
