Changes in this release:

The method of resurrecting files has changed as it conflicted with some 
pathalogical cases of merge.  It's now a one-step proces.. 'add' on a 
file to resurrect it triggers an automatic update of the old file 
revison.  This will probably need a little testing to make sure it 
doesn't impact anything else.

The Unix permission thing is down to documentation now.. the bits are 
basically fixed in most cases.  write is determined by the edit/watch 
state, read must be set for at least the owner, and the only independent 
bit is the execute bit.

Passing multiple -b options to the edit/commit commands is now allowed, 
which allows multiple bugs to be associated with a revision.
