[cvsnt] Control panel not displayed

It's not installer specific at all...

It's an artefact of the control panel running from a directory 
c:\windows\system32.  Some software installs things in there and it 
conflicts with the software that cvsnt is using... only affects a few 
people but it can't be fixed by changing the installer.
