[cvsnt] Client won't run on Win98SE

I'v tried to install the new client 2.5.3.2151 on a Windows 98 SE.
CVS95.EXE won't run, two dlls are missing: CVSTOOLS.DLL and CVSAPI.DLL
Copying them from another install didnt help, since CVSAPI.DLL fails to  
import CompleteAuthToken and QueryContextAttributesW from SECUR32.DLL (the  
first does not exist in Windows98; the last could be used but just the  
Ansi variant).
So this release's client is unusable in Windows 98.
A previous release, 2.5.01 Build 1976, was fine. I didn't try intermediate  
ones.
