Most probably you have backslashes in the script calls:
DEFAULT C:\Programs\CVSMailer\CVSMailer.exe ....

Change these to forward slashes and it should work. CVSNT now does not
like the backslashes, they are treated as escapes.

Also, if you have an older version you might need to update to the
latest version. It works just fine with the latest CVSNT and also on
Windows 2003 Server. I use it myself (surprise!) without any issues.
