CVS always work in UTC time format so all time stamps will *always* be converted to UTC.
There thus is no setting anywhere to change this.

Guys,

I have a problem with the date of  the commit. When I made a any commit my 
CVSNT save a date with +3 hours of the my local time. I'm in GMT -3 but I 
don't where I can change it?
