If the developers aren't expected to actually branch the binary files 
then have them update the binary files to HEAD in there local sandboxes 
(i.e. take them off the branch in the sandbox) that way they will always 
get the most recent revision. I know it's not as clean as a floating 
branch tag but it's close, and you'll probably have less problems.
