since you are experimenting anyway maybe you could try one of these
Innosetup installers:

or

It would be interesting to see if any of these solves the problem....

2.5.03.2132 msi installer. Tried two times (thinking it was my fault), the 
second time being very careful to reboot all the time (uninstall, reboot, 
install, reboot, didn't work, repair install, reboot, still didn't work).

Same problem here. When I look in the Services applet, the CVS Lock service
is not installed (explaining why it fails to start).
