You need to check the firewall settings on your "server" machine.
Port 2401 must be open.

You need both WinCvs and the client part of CVSNT on each machine
from which you want to connect. WinCvs is just a front end to the
basic command line cvs client supplied by cvsnt.
But, on a client machine you should not install the cvsnt *server*
components at all. If you did then uninstall and repeat the install
again now making sure to uncheck the server components and just install
the client.
