cvsnt, and cvs, are not dependent upon a web server; only something like SVN
has a web server as a hard requirement.

You need to use ViewCVS.
http://viewcvs.sourceforge.net/

Note that for this you will still need a webserver... lighttpd is pretty
good (and IMHO a lot easier to work with than apache).
