[cvsnt] Why is cvs info -c contacting the server?

When running cvs info inside a sandbox it is trying to contact the
server. Why is that so? Isn't it supposed to be giving info about the
client only unless I explicitly tell it otherwise?
When the server is not available, the command fails and I have to run
it again outside a sandbox.

(tested with 2088)
