The strange thing is it open when launched from the folder or from a 
shortcut where "Start from" is set to the CVSNT path. But it does not 
appear in the Control Panel nor it works if not as above.

That's why I think it does not find something reqired in a standard 
setup. I will try to copy the VC++ DLLs in system32 and see what happens.
