[cvsnt] error msg "the directory :C:\Account" is currently in use by another program" although no program is using that folder

cvsnt 2.5.03, JBuilder X Enterprise
I want to place project to CVS throught JBuilder X, but there is an error 
message"The directory <dir name> is current in use by another program. 
Please exit programs that may be accessing this directory and try again", 
but I am certain that no other program is using that folder, what is the 
problem and how to fix it?
