If you want to mirror a repository *exactly*,  but the repository itself is
not available (either via rsync or as a tarball), then the only way to
achieve this is by exporting files by specific revision numbers then
committing them into your mirror repository using the -r flag to explicitly
set the revision to that which was exported. Its an edge case, and IMO
about the only time you are justified in setting revision numbers.
