1- Check out CVSROOT/ into a sandbox (as repo admin).
2- Create a file "group" there.
3- Add a line of the format "group: user1 user2 userN" for each group.
4- cvs add this file.
5- Add the group file to the file CVSROOT/checkoutlist (see examples in
there).
6- Commit CVSROOT/.

This is exactly what I was looking for, I really appreciate it!

A followup, now that I have my users defined in passwd, then the list of
groups with corresponding users from passwd in group, can I define
multiple directories for that group to cover?  In other words, is there
another 'config' file in CVSROOT that will tell the group to cover
Directory1, Directory2/monday, Directory3/Tuesday/pm

If not I would I think I would create the groups, assign the groups to
the directories via chacl and the add the users from passwd to group.  I
think that will work, I'm starting to get it.
