Preparation:
- Install TortoiseCVS. 
- Train the users in basic procedures. 
- Create a sandbox (that is, check out the files from the repository).

Regularly (for example before looking at files with content that gets
updated often):
- Update the sandbox.

When modifying a file:
- "Cvs edit" it.
- Work on it.
- Commit it.
