AFAIK Yes, then add the naming info to the /etc/cvsnt/PServer file. 
IIRC there was some level if integration with that -- e.g. if the user 
who did the init was su then it would add the entries to the PServer 
file, but I don't see that clearly spelled out in the docs at a quick 
glance.  I'd just put it in myself.

Note that if you're transferring the repository from another server to 
this one, you might not have to do the init step even.  The init command 
creates the control files, but you are probably bringing them in from 
the other CVSROOT.

You could also init the new repos, then just overwrite any existing 
CVSROOT files when you transfer over the old repository.  That would 
gain you the templates for any new control files that may have been 
added since the version you last ran init on.
