[cvsnt] Cannot init a repository!

You should use the CVSNT control panel to define and init a repository.
There are more data to enter than just what is done by initing the repository
and everything is handled by the control panel for CVSNT..

The error message indicates that the lockserver service has not started (can also
be checked via the control panel for CVSNT).

I installed cvs-2.5.03.2151 in my windowsxp system
but I can not init a repository!
here is the output in my cmd :
