[cvsnt] Setting Branch Permissions

Hi,  I am trying to setup multiple branches with permissions to restrict
access to just one user per branch.  I have created a test repository
with several branches to test against.  I can successfully run the
following command, but it doesn't seem to make any difference
(Test_Branch_1 is the branch name, and UserID is the Users network ID)

cvs chacl -R -r Test_Branch_1  -u UserID:r

After I run this command I try to checkout the branch using the UserID I
have specified in the command.  Since I have specified read only access
I should be able to view the file, but not change it.  This does not
seem to be the case, I have full rights to change the file.
