What do you mean by "build a project"?
CVSNT can help you keeping track of changes on a project. You can use 
the "shadow" feature to maintain an up-to-date copy of your files; 
you can use the several triggers available to invoke some commands on 
certain circumstances. All of this may help you "build" your project, 
but the details depends on what exactly you need to do.
